El episodio comienza con el Equipo Rocket vestidos de jugadores de futbol americano tratando de robar a Pikachu pero terminan despegando como siempre. Por ello deciden hacer una asamblea para dejar de perder contra Ash, Misty y Brock. Al principio se echan la culpa los unos a los otros, después se dan cuenta que ellos tienen muchos menos Pokémon y terminan peleando entre todo, incluyendo al Wobbuffet.
